Gleeson, who was involved with the white-ball squad in 2020 without making an appearance, is back under consideration after taking 20 wickets for Lancashire in this season's T20 Blast.
While those involved in Test summer have not been considered for the T20Is, World Cup winners Ben Stokes, Joe Root and Jonny Bairstow return for the ODIs.
Harry Brook is a welcome addition to the 50-over group, as are Craig Overton and Parkinson who are free of their duties supporting the red-ball side.
Uncapped left-armers Luke Wood and Payne, who made his England debut in the third ODI against Netherlands, do not return.
England host India in three T20Is at the Ageas Bowl, Edgbaston and Trent Bridge on July 7, 9 and 10 before a trio of ODIs on July 12, 14 and 17.
