Commenting on joining Leicestershire, Scriven said: "I am incredibly excited to be joining the Running Foxes and making the Uptonsteel County Ground my home.
"From the moment I met with Paul [Nixon] and Tom [Smith] towards the end of last season, it was an easy decision to make. I believe they are building something very exciting, and I am keen to be part of that."
Head coach, Paul Nixon, added: "Tom [Scriven] is an outstanding young allrounder who has the mindset and discipline to play well across all formats.
"He will be a welcome addition to our squad at the Uptonsteel County Ground and will make the competition for places even tougher."
